The House Energy and Commerce Committee advanced the Spyware bill today voting in favor 45-4. The bill would require notification to any computer user before installing programs on the computer that gather information about them. The FTC would regulate any action deemed fineable under the law. Some Democrats say the bill is moving too quickly stating that the version the Committee approved was not made available until midnight the night before. Along with this bill a separate anti-spyware bill has been introduced in the Senate.

“California Democratic Rep. Anna Eshoo, whose Silicon Valley district is home to many high-tech companies, said she was concerned the bill could hinder legitimate surveillance, such as eBay Inc.'s efforts to catch auction fraud."

“Backers said they had tweaked the bill to address the concerns of high-tech companies and would be open to further modifications before it comes up for a vote on the House floor.”
