The bill to treat and compensate sick Sept. 11 responders and victims has a new price tag: $10.5 billion. That's how much the Congressional Budget Office estimates it will take to pay and care for people who are suffering because they lived, worked or went to school in and around the destroyed twin towers, or downwind of the smoldering wreckage. The bill, dubbed the James Zadroga 9/11 Health Compensation Act, would cover 10 years.
