US Senators have introduced a bill that would allow recording artists and companies to sue software designers who create file sharing programs that “induce” copyright laws. The RIAA, who have been trying to put an end to file sharing, welcomed the bill while pro file sharing groups called the bill, “horrible public policy.”

"It is illegal and immoral to induce or encourage children to commit crimes," Orrin Hatch, a Utah Republican, said in a statement. "Tragically, some corporations now seem to think that they can legally profit by inducing children to steal. Some think they can legally lure children into breaking the law with false promises of 'free music.'"

"Public Knowledge is concerned that the bill is overbroad, because it regards almost any action that leads to infringement to be a potential offense even if the person who engages in the act never intended to cause infringement," Gigi B. Sohn, president of Public Knowledge, said in statement.
