For Republicans and Democrats seeking middle ground in the budget debate, the timing couldn't have been more serendipitous: A 345-page report from congressional auditors this week identified billions in potential cost savings by eliminating duplicative federal programs. Consolidating military medical programs could save up to $460 million a year, according to the report from the Government Accountability Office.
