The government plans to open a federal stem cell bank that will house those stem cells which are available under current regulation passed by President Bush. In addition, three "centers of excellence" will be headed by the NIH to conduct research on the available cell lines. However, some critics believe that the centers should be allowed to research all stem cells, not just the 19 cell lines available.

"It's window dressing," said Keith Yamamoto, executive vice medical dean at the University of California, San Francisco, a leading center of stem cell research. "The call for more cell lines is not simply that scientists want more of the same. ... The fundamental questions we need to ask come partly from what we learn by deriving them."

“The ‘centers of excellence’ would pair basic biologist who are today's prime stem cell researchers with physicians to accelerate research into useful therapies,” said NIH Director Elias Zerhouni.

"’Before anyone can argue that the stem cell policy should be broadened, we must first exhaust the potential’ of currently available lines,” said Health and Human Services Secretary Tommy Thompson.
