Congress has passed a bill, called Project BioShield, which will provide $5.6 billion in incentives for pharmaceutical companies to create vaccines and antidotes to biological and chemical weapons. The primary goals are to provide new anthrax vaccinations for at least 25 million Americans, develop antidotes for botulism and anthrax, and provide a safer smallpox vaccination. The government will not make these drugs, but instead will act as a guaranteed buyer to encourage drug companies to produce.

"The passage of Project Bioshield is a watershed in our mission to defend America against bioterrorism, establishing a first line of defense against biological weapons," said Rep. Christopher Cox, R-Calif., chairman of the House Homeland Security Committee.

“Bush said in a statement that he looked forward to signing the bill, which would help protect the homeland and ‘break new ground in the search for treatments and cures while strengthening our overall biotechnology infrastructure.’"
