The Gambian rat, the suspect animal for carrying monkey pox, is regulated—but in a strange manner. The USDA is responsible for insuring that animals brought into this country are not harmed, but, in this case, they are not responsible for any health problems that the animal may cause.

Why does this situation occur? Not because Federal employees fail to be top of the issue, but instead because special interest groups run to Congress every time their pet issue arises resulting in poorly crafted regulatory statutes being passed, often without anyone seeing the bigger picture.
