A study by the U.S. Government Accountability Office has determined action should be taken to address the stoppage of horse slaughter plants. State Sen. Frank Kloucek, D-Scotland, agrees. The report, released this month, recommends that Congress either reconsider restrictions on the use of federal funds to inspect horses for slaughter or consider a permanent ban on horse slaughter.
