In a 29-22 vote The International Whaling Commission has decided not to allow the continuation of a whaling technique that includes using grenade tipped harpoons. Environmentalists believe that the technique is cruel and causes the whale pain and suffering. However, pro-whaling nations, and hunters argued that the grenade usually killed the whale instantly, or would render the whale unconscious, which was a less painful death for the whale than traditional harpoons.

"The reality is that whaling does occur. And if whaling is going to occur, at least it should be as humane as possible," said New Zealand Conservation Minister Chris Carter.

"Whale hunting is very humane, and the killing techniques are extremely efficient," said Rune Frovik, director of the High North Alliance, which gathers whale hunters from Canada, Iceland, Norway and elsewhere. "Those that are not killed instantaneously lose consciousness and don't suffer any pain."
