The Senate Commerce, Science and Transportation Committee passed the Regulatory Freedom Act of 2004 which would exempt VoIP technology from state taxes and most government regulation. A few amendments to the bill were added by the committee including insuring that states have access to emergency 911 services on the VoIP network.
“This is an important step forward, and a small victory in the effort to establish a clear and limited regulatory framework for IP services like VOIP," Senator John Sununu said in his statement. "Despite the addition of two amendments, the basic message is clear: Congress does not want states implementing new regulations that will inhibit this emerging technology."
