The US is trying to discourage China from setting its own mobile telecommunications standards in order to keep the importation of foreign manufactured phones available to China. China is considering a plan to require phone makers to meet WAPI standards which would block a number of foreign phones. China has the world’s largest cell phone market with over 300 million subscribers.

"By eliminating government mandates, we can eliminate problems that divide us, such as WAPI" said David Gross, U.S. coordinator for Science and Technology Policy.

"I never met a carrier that didn't express a preference for free choice, since carriers have to live with the choice." "I can't speak for what prior governments have done, but I can tell you I feel very passionately about the importance of neutrality for governments in this process," Gross said.
