The House has backed off a plan of transferring important cybersecurity functions from the Homeland Security Department to OMB. House Republicans revised the proposal, which would have created a new Office of Critcical Infrastructure Information Protection. The proposed change was discouraged by the Business Software Alliance, which includes Microsoft, IMB, and Intel.
“(Bill Connor, the chief executive at Entrust Inc.,) described the OMB proposals as ‘rearranging deck chairs on the Titanic,’ and complained that ‘cybersecurity is just a footnote in overall DHS plans.’”
“There were plenty of folks who had put a lot of work into working with DHS, and we want to see that work. A second agency with a second set of responsibilities — it would make our job harder.”
