The press reports:
"The controversial windmill complex proposed for Nantucket Sound was unveiled more than a year ago, but Congress has done little to create a legal framework for this and other projects seeking exclusive use of public waters. This is a gaping hole in federal law that must be filled quickly if resources like offshore wind are to be developed on a responsible basis.”
