The Cato Institute has released its annual report on the State of the Regulatory State. Cato states:
"Tax cut aside, President Bush and Congress will eventually answer to taxpayers for the $2 trillion federal budget. But who answers for the $860 billion -- 8 percent of GDP -- that federal regulations now cost on top of official federal outlays? "
Cato goes on to identify a number of reform measures that should be implemented by the Federal government. The Center for Regulatory Effectiveness also developed an agenda for reform.
