Regulatory specialists in Washington await the passage of the new Medicare program which would establish a prescription drug benefit program. As a result of this legislation, a new and complex regulatory machine will evolve. Depending upon the final version adopted, it could be one of the largest expansions of the federal regulatory machine in history. Law firms are panting.

However, do not drink the champagne too early. The Wall Street Journal, in today’s edition, reports that the Chairman of the Ways and Means Committee called in Capitol Police to calm down his opposition. The Journal states:

“The latest altercation triggered by Mr. Thomas came Friday, when the House was thrown into an uproar after Capitol police were called to break up a caucus of Ways and Means Democrats during the panel's markup meeting approving a pension-related bill.”

We have seen bills die for less germane reasons.
