SBA is the Federal advocate for small business. It recognizes the important role that small business plays in the creation of jobs. It is charged with the responsibility of rating agencies with respect to their outreach program to small business with an emphasis on federal agency enforcement. Enforcement activities have a disproportionate impact on small business because they have less production over which to spread the cost.
The SBA had a very comprehensive process for gathering information on each federal agency. These tools included hearings and interviews. Some agencies came out well, some not so well.
