“The Secretary is revising the Federal Student Aid Program regulations to apply the changes to the Higher Education Act of 1965, resulting from the Higher Education Reconciliation Act of 2005 (HERA), Public Law No. 109-171, and other recently enacted legislation. These provisional final regulations reflect the requirements of the HERA that affect students, borrowers and program participants in the Federal student aid programs authorized under Title IV of the HEA.”
