Major hydropower plants need to federal license to operate. A number of these licenses expire in the next decade, meaning that they need to be re-issued.
Environmental groups are using this process to demolish some of the dams.
"Dam removal in California is no longer new; it is old hat," Evans said. About 30 dams have been removed in the last century, he said. About 1,400 are left.
We are in no position to give views on the merits of each of these dams. However, we would hope that dam demolition takes place after an informed analysis of many needs of the public, including not only environmental objectives but supplying low cost energy to a bankrupt state.
