The State Department first issued the revamped the student visa laws after September 11, 2001. After the SARS outbreak earlier this year, those rules were tightened again. This is greatly decreasing the number of foreign students permitted to enter the U.S. on a visa.

"The U.S. government instituted a tracking program known as the Student and Exchange Visitor Information System, or SEVIS for short. Schools faced an Aug. 1 deadline to implement the program on campus."

Many Universities say the new rules are keeping good students from attending classes. School officials say that extra tough guidelines make the application process extremely difficult. They say that any change in arrival date or major will result in a rejected application.

The State Department says that in 2002, 73% of students who applied for visas were granted admission to the country.
