The implementation of The Patriot Act is really putting a damper of the fun of toy rocket hobbyists. Under the Act, anyone who has contact with a propellant fuel known as APCP, must hold a special explosives permit. That means they have to submit to a background investigation and fingerprinting in order to obtain the license. Hunters and historical groups will also feel the federal crunch since black powder is now on the list of restricted explosives too.
“The permit requirement has not only thrown up barriers between enthusiasts and their hobbies, but has threatened to end access to restricted materials, since the new rules require permits for shipping companies to transport such items to dealers and retailers.”
Several shipping companies have already excluded certain types of gunpowder from their deliverables list, so that shippers and drivers won’t be subject to the licensing process. In the meantime, the National Association of Rocketry is lobbying Congress to exclude small purchases of APCP from the restrictions.
“Bundick said the government seemed to have been slow to enforce the new regulations, and that rockets had not been grounded. Many APCP dealers have been doing business as usual. But Bundick was concerned that local authorities would not be as lax as their federal counterparts.”
