Whatever the state of the economy, market approaching 10,000, a jobless recovery or additional stagnation, one thing is clear--nothing is happening in the Midwestern rust belt. Many leaders pinpoint regulations as one culprit.

"Companies want states to address environmental protection laws and other regulations that raise the cost of doing business, said Gary Corrigan, spokesman for Toledo, Ohio-based auto parts maker Dana Corp. (nyse: DCN - news - people), which has closed more than 30 plants in two years."

The "other" regulations include health care, overtime, energy and the resultant litigation for non-compliance.
