"From FY06 to FY07, the number and rate of near accidents on airport runways increased by 12 percent, according to a General Accounting Office (GAO) report released Wednesday February 13 at a House Transportation and Infrastructure Aviation Subcommittee hearing. GAO's report also said that narrowly avoided accidents increased from two during the first quarter of FY07 to 10 in the first quarter of this fiscal year. GAO defined a runway "incursion" as any occurrence on or near the runway involving an aircraft, vehicle, person or object on the ground that creates a collision hazard or reduces the separation required when an aircraft is taking off or landing. The GAO report concluded that 57 percent of incursions last year occurred because of pilot error, 28 percent because of controller errors and 15 percent because of a vehicle driver or pedestrian error."
