The House passed legislation which would establish a $500 milllion performance fund for federal employees. The purpose of the fund would be to reward those federal employees who perform at extraordinary levels. Such a fund would move to bring
federal salaries for super achievers in line with the private sector.

This provision could have a substantial impact on regulatory agencies who often have to compete with national law firms and private sector consulting and research firms.

It could also have a substantial impact on the regulated community if the criteria for an award is skewed toward
issuing traffic tickets instead of addressing major problems, such as an emphasis on issuing effective, not onerous, regulations.

The Office of Management and Budget opposed the provision.
