Canada, as does the US, utilizes SRO's(Self Regulatory Organizations) to police their security markets. SRO's in this country include the New York Stock Exchange and NASDAQ. The Canadian review uncovered a significant number of shortcomings.

The Canadian report questioned the practice of having SRO's dominated by inldustry personnel; a practice that appears to be in full bloom in the US.

Possibly the SEC should review this report and determine if there are any conclusions applicable to the US. Given the fact that some Wall Street firms claimed no wrongdoing, notwithstanding their paying substantial fines, suggests that the SEC needs all the help they can muster.
