Proposed health care legislation will cost $848 billion and could reduce budget deficits by $130 billion over the next decade, according to an early analysis of the bill by the nonpartisan Congressional Budget Office.The bill includes a voluntary program for long-term care insurance to help pay for the cost of in-home care or nursing homes.
