The ocean surface controlled by the US exceeds its land surface. A report from the Pew Foundation concludes that our oceans are in a stage of serious neglect. Overfishing, pollution and developmental transgressions are depleting a unique and irreplaceable resource.
If in fact this is the case, why is the vast US regulatory machine not addressing this problem? Why is it spending countless millions trying to remove the last molecule out of a plant discharge in lieu of addressing this issue?
The Pew Foundation recommends the creation of a new agency to address this issue. We think more immediate action is necessary, having OMB issue a “prompt” letter.
The “prompt letter” is an innovation of the Bush Administration. It targets an area where one or more agencies must focus their regulatory and research activities.
