Public Docket Preparation
Regulators routinely state that federal regulations are
developed by analyzing the substance of an issue. However, CRE believes that
mobilizing interested stakeholders and the community impacted by proposed rules
is essential in achieving rational regulation. This is so for two reasons: (1)
Participation through the public comment process provides substantive and
technical comments on the merits of the regulation, and the more comments
received, the more likely there is to be a full airing of the relevant issues;
and (2) A strong public response demonstrates the importance of the issue to OMB
and the agency. Participation is key to show the depth of feeling of the
regulated community, and preparation of public comments is often a prerequisite
for full participation in the regulatory proceedings, including the ability to
challenge final agency action.
CRE is offering a service for Public Docket Preparation which is
designed to multiply your firm’s impact upon a regulatory issue by seeking
like-minded stakeholders to offer their views to the agency on the topic.
Through its Public Docket Preparation Service, CRE can provide some or all of
the following assistance:
CRE can prepare its own public comments on the issue for submission to
the agency’s public docket.
– Such comments can be posted on the CRE website to publicize the issue
and encourage further public comment.
CRE can provide assistance to your firms in preparing its own public
comments.
CRE can identify and contact other interested stakeholders to discuss
the regulatory issue and to encourage their comment to the agency.
– Background and analytical materials will be prepared as necessary.
CRE will highlight the issue on its website and open an Interactive
Public Docket (IPD) on the issue.
-- The IPD will permit an ongoing dialogue on the issue, and such debate
will be available to government regulators even after the close of the
official public comment period.
