MMS Solicits Comments on Atlantic PEIS for Oil and Gas Seismic
The U.S. Minerals Management Service has announced its intent to prepare a Programmatic Environmental Impact Statement to evaluate potential environmental effects of oil and gas seismic exploration activities on the U.S. Atlantic Outer Continental Shelf. On April 2, 2010 MMS published an announcement in the Federal Register reopening the public comment on the seismic PEIS for another 45 days. MMS has also published its schedule for public scoping meetings on the PEIS.

The reopened public comment period will close on May 17, 2010. The purpose of the scoping meetings will be to receive comments on the scope of the PEIS, identify significant resources and issues to be analyzed in the PEIS, and identify possible alternatives to the proposed action.

The Atlantic OCS areas that will be analyzed by the PEIS are the Mid-Atlantic Planning Area and the South Atlantic Planning Area. These areas are identified in the figure at the end of this article.

The schedule for the thirteen scoping meetings at seven locations is listed below:

Houston, Texas: Tuesday, April 20, 2010; Marriott Houston Intercontinental Hotel, George Bush Intercontinental Airport, 18700 John F. Kennedy Boulevard; one meeting beginning at 1:00 p.m. CST;

Jacksonville, Florida: Wednesday, April 21, 2010; Jacksonville Marriott, 4760 Salisbury Road; two meetings, the first beginning at 1:00 p.m. EST and the second beginning at 7:00 p.m. EST;

Savannah, Georgia: Friday, April 23, 2010; Coastal Georgia Center, 305 Fahm Street; two meetings, the first beginning at 1:00 p.m. EST and the second beginning at 7:00 p.m. EST;

Newark, New Jersey: Tuesday, April 27, 2010; Sheraton Newark Airport Hotel, 128 Frontage Road; two meetings, the first beginning at 1:00 p.m. EST and the second beginning at 7:00 p.m. EST;

Charleston, South Carolina: Tuesday, April 27, 2010; Embassy Suites North Charleston, 5055 International Boulevard; two meetings, the first beginning at 1:00 p.m. EST and the second beginning at 7:00 p.m. EST;

Norfolk, Virginia: Thursday, April 29, 2010; Hilton Norfolk Airport, 1500 N. Military Highway; two meetings, the first beginning at 1:00 p.m. EST and the second beginning at 7:00 p.m. EST; and

Wilmington, North Carolina: Thursday, April 29, 2010; Hilton Wilmington Riverside, 301 North Water Street; two meetings, the first beginning at 1:00 p.m. EST and the second beginning at 7:00 p.m. EST.
