II.7.2 Recommendations Regarding User Fees

OMB should construct a fee reimbursement framework for payment of awardees for the costs they incur in responding to FOIA requests. This framework should track existing FOIA regulations. The cost provisions of the new policy will be an extension of existing processes, and we are confident that OMB can complete this undertaking prior to the end of the fiscal year, October 1, 1999.
