OMB should consider requiring the grantee who is sending data to the agency pursuant to a FOIA request swear that the data are complete as developed for the funded project. Also, OMB could require that grantees sending data to a federal agency pursuant to a FOIA request must sign an 18 U.S.C. § 1001 statement. CRE believes that this procedure would help assure completeness of the data retrieved under FOIA and thus would promote the public's right of full access.
