Jim Tozzi was instrumental in establishing centralized regulatory review in the White House Office of Management and Budget in that he was the only career employee who was in a policy position at the initiation of the process (Johnson Administration) to its government wide mandate in the Reagan Administration. Mr. Tozzi was one of three individuals most responsible for the passage of the Paperwork Reduction Act which gave OMB's regulatory office a statutory basis.

He was the principal advocate of the Data Quality Act and was responsible for its enactment into law.
