EFFECTIVE DATE
Section 202(b) of Pub. L. 98-577 provided that: ''The amendment
made by subsection (a) (enacting this section) shall apply with
respect to solicitations issued more than 180 days after the date
of enactment of this Act (Oct. 30, 1984).''
