US leadership in the global Internet debate at risk, says former NSC cyber director

While there’s been a common perception that the United States has an outsized influence on Internet governance, many now want to see that change in light of ongoing leaks about widespread U.S. spying programs, according to a new paper.

Such leaks have accelerated an international call to shift such governance to the United Nations, International Telecommunication Union, or other similar organization, says the paper (pdf) by Melissa Hathaway, the former cyber director of the National Security Council. She is now a senior advisor at Harvard Kennedy School’s Belfer Center for Science and International Affairs.
