MSHA Publishes Final Rule for Rock Dust in Underground Coal Mines

MSHA “announced that a final rule will be published June 21 in the Federal Register on the maintenance of the incombustible content of rock dust. The rulemaking came about as a result of the agency’s review of accident investigation reports of mine explosions in intake air courses that involved coal dust, as well as the National Institute for Occupational Safety and Health’s report “Recommendations for a New Rock Dusting Standard to Prevent Coal Dust Explosions in Intake Airways,” which can be viewed at http://www.cdc.gov/niosh/mining/pubs/pubreference/outputid2825.htm.

MSHA’s newly formed Coal District 12 begins operations

The U.S. Department of Labor’s Mine Safety and Health Administration today announced that the newly formed District 12 office within the agency’s Coal Mine Safety and Health division has begun operations. MSHA initiated the process of splitting the agency’s jurisdiction over southern West Virginia coal mines – formerly all covered by District 4 – into two separate districts earlier this year.

The new office, in its formative stages, eventually will be located in Pineville but for now is temporarily housed at the National Mine Health and Safety Academy in Beaver. It will have jurisdiction over field offices in Pineville, Logan and Princeton. District 4 will remain in Mt. Hope and will oversee field offices in Mt. Hope, Mt. Carbon, Madison and Summersville.

June 21-23, 2011: National Meeting and Training Seminar

The 2011 National Meeting and Training Seminar of the Joseph A. Holmes Safety Association will be held in San Antonio, Texas, on June 21-23, 2011. This meeting will provide a variety of safety and health workshops presented by experts from around the U.S. and representing all sectors of mining.
