CRE Comments on EDSP Tier 2 ICR

CRE filed comments on EPA’s Information collection request for EPA’s Tier 2 EDSP tests. CRE commented that  EPA should not submit, and OMB/OIRA should not approve, this ICR because EPA has not demonstrated that the EDSP Tier 2 tests meet Information Quality Act (“IQA”) Guidelines and Paperwork Reduction Act (“PRA”) requirements. For example, EPA has not demonstrated that the EDSP Tier 2 tests are reliable, reproducible, and useful. EPA has also not demonstrated that the EDSP Tier 2 tests are the least burdensome necessary, and that they are necessary for the proper performance of EPA’s functions.

EPA Explains EDSP Central Data Exchange

EPA has explained to companies how they can submit EDSP data to EPA via EPA’s Central Data Exchange.  The CDX enables companies to electronically submit data; provides secure exchange of confidential business information or trade secret data; and improves security using digital encryption. All data is encrypted in transit to federal standards (with the exception of voluntary submissions). Sensitive data is encrypted to federal standards. All sensitive data remains encrypted until it is behind at least 2-3 firewalls.  Click here to access EPA’s Central Data Exchange website.
