Background:

Concerns have been expressed that the interested public may not be able to understand the nature and meaning of requested raw data. Concomitantly, there may be misinterpretation of the data, particularly by persons without the appropriate scientific background. Relatedly, interpretation of partial data sets could lead to similar problems. Such interpretive problems could cause undue concern on the part of the public or alternatively, could dilute a study's scientific message.
