Background:

Researchers have expressed concern that the law allowing public access to federal research data will vitiate the confidentiality of human subjects who participate in medical research. Even the threat of such an invasion of privacy could produce a chilling effect among the public and a decrease in the availability of medical research participants, it is argued.
