9. Won't the Data Access provisions place considerable administrative burdens and costs upon grantee researchers?

Background:

Commenters have expressed fears that researchers may become overwhelmed by FOIA requests for their federally-funded data, with a resulting decrease in the time and resources available to conduct the scientific research itself. It is argued that time and resources would also have to be expended to set up formal procedures to collect and disseminate data based upon FOIA requests.
