Introduction to Interactive Public Docket on Data Access

While OMB is currently examining the many issues raised in the public submissions, CRE has also reviewed the public comments and is placing key issues on its website to encourage further discussion and debate. CRE intends that OMB staff will review issues raised on the site as they complete work on the final rule.

CRE's Interactive Public Docket on Data Access operates as follows:

  1. Key issues raised in the Data Access debate are listed in CRE Analysis of Key Issues. A link to a short background piece on each issue is presented.

  2. The CRE Analysis provides a link to a set of comments submitted to OMB that illustrates the particular issue.

  3. Another links provides CRE's response to the position on the issue set forth in the sample public comment. Although all public comments to OMB are set forth in their entirety, to avoid redundancy each CRE response pertains only to the particular issue noted.

  4. After the CRE response, a link allows interested parties to submit their own thoughts on the issue. The public is encouraged to comment on the highlighted issue or on any other issue raised in the featured public comment.

Goals of the CRE Interactive Public Docket on Data Access

In an effort to assist OMB during the course of its final revision to Circular A-110, CRE is opening an Interactive Public Docket on Data Access in order to accomplish the following:

  • Catalog major anticipated implementation problems associated with the Data Access law.

  • Propose solutions for dealing with those problems.

  • Broaden the ongoing dialogue with interested stakeholders to further air implementation issues. The CRE Website will post various issues raised by key organizations, comment thereon, and encourage responses by the organization and others. All debate will be placed on the site for review by interested parties.

  • Provide a continuing informational resource to OMB and agency officials as they draft the final revision to Circular A-110 and their conforming regulations, respectively.
