Introducing the Interactive Public Docket

The Center for Regulatory Effectiveness (CRE) is inaugurating a new model for public participation in the federal regulatory process. Through use of its Internet website, www.TheCRE.com, CRE has established an "Interactive Public Docket" for ongoing review and analysis of proposed federal rules and policies.

One central goal of the new Interactive Public Docket is to provide a resource for federal regulators charged with implementing congressional mandates. The CRE Docket will contain comments and papers on proposed federal initiatives that have been submitted to CRE by the public and interested stakeholders. CRE will also review third party comments that have been submitted to the agency and prepare responses to the most important submissions. An interactive exchange will be established between those favoring and those opposing the proposed rule. The CRE website will be linked to the agency website to facilitate communication with key government decision makers.

The Interactive Public Docket offers the significant advantages of remaining open and being continually updated even after the official agency comment period has closed. Stakeholders are able to utilize the "downtime" following the formal comment period during which the agency is performing its work. The Docket thus provides a forum for continued dialogue among opposing viewpoints and the refinement of implementing strategies.
