Multinational Legal Services

Multinational Legal Services, PLLC (MLS), is a regulatory and litigation firm specializing in federal administrative law. The attorneys of MLS are former federal agency counsel and veteran civil litigators who have practiced extensively in federal court and before federal agencies. MLS is counsel to the Center for Regulatory Effectiveness.

On occasion, MLS theories have pushed the envelope of administrative law. In a recent case before the D.C. Circuit, for example, MLS established key precedent on plaintiff standing and reviewability of agency action, significantly expanding the rights of private parties aggrieved by agency information dissemination. (See Tozzi v. DHHS, 270 F.3d 301 (D.C. Cir. 2001); see also EPA Admin. Law Rep., Vol 18, No. 5, Nov. 2001.) Other MLS cases have sought revision of agency rules, guidance documents, and other policies based on violations of the Paperwork Reduction Act, federal environmental statutes, and other legal bases.
