Federal Energy Regulatory Commission(FERC)    What's New In The Regulation Of US Energy Sources
The rulemaking activities of FERC are arcane by any measure; however this is not to suggest that they are not very important. FERC is in the center of regulating the energy sector, including utilities, pipelines and hydropower dams. To browse its site is to venture into details common to many regulatory agencies but outside of the grasp of many stakeholders.

Consider a recent decision by FERC judge regarding actions taken by the States of Virginia and Kentucky. The judge concluded:

"The laws, rules or regulations of Virginia and Kentucky are preventing AEP from fulfilling....its...commitment to join a Regional Transmission Organization"

Energy policy evolves through a number of such decisions.
