National Communications System

The NCS was initiated by President Kennedy following the Cuban missile crisis to form "a single unified communications system to serve the President, Department of Defense, diplomatic and intelligence activities, and civilian leaders." Now a 24 member interagency group under the Department of Homeland Security, NCS’s jobs include "coordinating and planning" national security and emergency preparedness "telecommunications to support crises and disasters."
