Regulations: Revised Science Guidelines Still Have Teeth, Observers Say
Jim Tozzi, who set up the regulatory affairs arm of OMB during the Reagan Administration and now runs the nonprofit Center for Regulatory Effectiveness, said the new peer review guidelines will place a valuable check on the science behind rulemakings. "[W]hat the administration is doing is fair – especially when rules can impose such great costs on industry," he said. Tozzi's organization lobbies OMB and other agencies on behalf of private companies.
