AFGE Bashes OMB Personnel Plan
Citing greed and corruption, the head of the AFGE, John Gage, said the OMB's new personnel plen was pure rubbish. If approved, the plan would cut salaries. The OMB wants to strengthen management, but admits to being uninformed about negotiations.

Deputy Director Clay Johnson said, "I would like to see a world where the managers are good at managing".
