Systems Analysis Group

The Secretary of the Army established the Systems Analysis Group to oversee the civil functions of the Army Corps of Engineers. This Group was directly involved in establishing central review of Corps regulations by the Secretary of the Army.

Dr. Alan Schmid wrote the attached article for Congress, which resulted in OMB utilizing the expertise of this Group when establishing the Quality of Life Review. Dr. Jim Tozzi, a member of CRE's Board of Advisors, was the Director of the Systems Analysis Group.
