DOE Proposes Greenhouse Gas Reporting Guidelines
The Department of Energy requests public comment on its proposed Guidelines for voluntary greenhouse gas reporting. DOE's Greenhouse Gas Guidelines are an essential element of the voluntary reporting program and database required by section 1605(b) of the Energy Policy Act of 1992. The proposed new Guidelines respond to a Presidential Directive to reform the current Guidelines.

DOE's Federal Register notice states that the "purposes of the proposed revised Guidelines are to establish revised procedures and reporting requirements for filing voluntary reports, and encourage corporations, government agencies, non-profit organizations, households and other private and public entities to submit annual reports of their total entity-wide greenhouse gas emissions, net emission reductions, and carbon sequestration activities that are complete, reliable and consistent."

Comments on the proposed new Guidelines are due to DOE by February 4, 2004. DOE will hold a public meeting on the proposed new Guidelines in Washington, D.C. on January 12, 2004.
