EPA Extends Effective Date of New SPCC Rules and Seeks Additional Public Comment on Them
The United States Environmental Protection Agency is delaying until April 4, 2009, the effective date of the final rule that amends the Spill Prevention, Control, and Countermeasure regulations published in the Federal Register on December 5, 2008. EPA also requests comments on the extension of the effective date and its duration, and on the substance of the rule.

EPA states that this extension and further review are required by
  • the White House Memorandum dated January 20, 2009, and entitled "Regulatory Review" and


  • the January 21, 2009 memorandum from the U. S. Office of Management and Budget entitled "Implementation of Memorandum Concerning Regulatory Review."
EPA has not yet published this action in the Federal Register. Public comment on this action is due to EPA 30 days after the action is published in the Federal Register.
