Federal Agencies Propose Medical Coverage Transparency Rules
The Internal Revenue Service, Department of the Treasury; Employee Benefits Security Administration, Department of Labor; Centers for Medicare & Medicaid Services, Department of Health and Human Services have jointly published proposed medical coverage transparency rules. These proposed rules set forth proposed requirements for group health plans and health insurance issuers in the individual and group markets to disclose cost-sharing information upon request, to a participant, beneficiary, or enrollee (or his or her authorized representative), including an estimate of such individual cost-sharing liability for covered items or services. To be assured consideration, comments must be received at one of the addresses provided in the proposed rules, no later than 5 p.m. on January 14, 2020.
