NMFS Propose IHA for Bird Mitigation Noise
The U. S. National Marine Fisheries Service published Federal Register notice that MFS has received an application from the U.S. Fish and Wildlife Service for an Incidental Harassment Authorization to take marine mammals, by harassment, incidental to a bird mitigation research trial in the Farallon National Wildlife Refuge. Comments and information on this IHA must be received no later than September 26, 2012. FWS plans to conduct a research trial to assess potential bird hazing methods that could be used to minimize the risk of rodent bait ingestion by non-target species during a proposed house mouse eradication. NMFS is proposing to issue an IHA to the USFWS because hazing methods used during the research trial may result in Level B harassment of theNorthern elephant seal, harbor seal, Steller sea lion, California sea lion, and Northern fur seal.The use of biosonics, pyrotechnics, and zon guns may result in elevated sound levels that exceed NMFS' threshold for in-air harassment.
